2026 South Point Higgins Beach Parking Expansion

Ketchikan Gateway Borough - Public Works has issued invitation for bid, solicitation 2026-019.

The Ketchikan Gateway Borough is seeking sealed bids for a General Contractor to perform site improvements per the across two unimproved lots located at approximately 1000 block South Point Higgins Road (Parcel No.'s 313640135035 and 313640135030). The site improvements include selective tree cutting, brush clearing, grading, and fill for parking, sidewalks and walking paths; drainage improvements including culverts and sloped grades; and installation of selective signage. Work will be conducted in proximity to a bald eagle nesting tree located on Parcel # 313640135030 considerations to avoid disturbance.

South Point Higgins Beach does not have adequate off-street parking for visitors. Current parking is limited to four head-in spaces, which are inadequate because vehicles back directly onto South Point Higgins Road and impede through traffic. Once those four spaces are full, drivers park along the roadside, narrowing the two-way travel lanes, and use adjacent property owners' driveways to turn around. Developing the two lots across the road (Parcel Nos. 313640135035 and 313640135030) will add 29 spaces and provide safe access.
