General work description: The City of Monterey (“City”) is seeking proposals from qualified firms or individuals to complete a governance and financial model analysis for a fire and emergency medical services Joint Powers Authority (JPA) on the Monterey Peninsula.
The Monterey Fire Department (MFD) has been serving the citizens of Monterey since 1882. The City chartered the Fire Department in 1890, which is when the department became a part of the City government. MFD provides services to residents, businesses, and visitors within the City’s 8.62 square miles. The resident population is approximately 30,000 (U.S. Census Bureau, 2020), and a daytime population that can exceed 70,000. In addition to providing services within the City of Monterey, MFD provides fire and emergency medical services to neighboring jurisdictions under contract, based on a costing model agreed upon by the City of Monterey and neighboring jurisdictions that began in 2008. These entities include the City of Carmel-by-the-Sea, City of Pacific Grove, City of Sand City, Monterey Peninsula Airport District, and the Naval Postgraduate School including its housing community of La Mesa Village. These governmental entities pay the City of Monterey annually for the provision of these services. Five separate contracts cover these entities; each using a different underlying methodology to determine costs.
