The City of Pacifica (“City”) is seeking a qualified entity or individual (“Company”) to provide Construction Management and Inspection Services for the Public Works Wastewater Division. The City anticipates selecting up to two (2) companies to perform the services. Bids are requested from Companies that have a demonstrated ability to perform the tasks identified in this Request for Quote ("RFQ").

The City of Pacifica (City) operates the Calera Creek Water Recycling Plant (CCWRP) and its Collection System which have multiple ongoing capital improvement projects being designed and implemented in addition to normal operation, maintenance, and replacement of process equipment, facilities, sewer lines and support systems. Currently, the City is engaged in a variety of tasks to further the design and construction of capital improvement projects in an effort to rehabilitate and upgrade its existing facilities. The City wishes to obtain construction management services from a prequalified short list of firms. These firms will be selected to assist in the administration of the construction contract and provide inspection services to support the upcoming projects. The Agreement(s) will allow staff to support project management needs during the construction phase of upcoming major projects for the City to improve infrastructure and maintain regulatory compliance. The City seeks consultants with demonstrated expertise and experience working inside treatment process facilities, out in collections systems with sewer pipe replacement (pipe bursting and open trench), as well as providing inspector services. The following examples are the types of projects that may require construction management services in the future: Collection System Project Vallemar and Rockaway Beach Boulevard Areas Sewer Collection System Rehabilitation and Repair Project - Phase I Status: City has 100% design plans and specifications package, waiting on federal funding to bid out Project Description: This is a capital improvement project intended to reduce infiltration/inflow (I&) and improve the resilience of the sanitary sewer collection system throughout the Vallemar and Rockaway Beach Boulevard neighborhoods in the City of Pacifica. This critical project aims to replace roughly 4.5 to 6.5 miles of sewer mainlines between the base bid and additive bid items, ultimately dependent upon the winning contractor's bid and available funding. The project will replace aging sanitary sewer mains with new 6-inch to 8-inch HDPE pipe via pipe bursting and open trench methods. The project will also include reconnection of sewer laterals; existing manhole connections, modifications, and rehabilitation; and new manhole construction; and lamp hole replacement. Additionally, this project includes provisions which allow for the contractor to replace private sewer laterals under separate contracts with property owners. The project will include bypass pumping, temporary shoring/bracing and slope protections, dewatering, water pollution control measures/protections, traffic control measures for vehicles, cyclicsts, and pedestrians, site restoration (planting/landscaping, hardscape, AC, etc.), and coordination with public and City staff. The City anticipates needing one full-time inspector, a part-time cultural resources sinepctor, and a part-time assistant construction manager or project engineer. T
