The TIMF Update will serve as a citywide framework to fund transportation system improvements to meet the needs generated by new land development, consistent with California Government Code Section 66000 et seq. (i.e., Assembly Bill 1600).
The City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 122,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five members elected through district-based elections, with one member serving as Mayor on an annual basis. The City seeks a qualified consultant to prepare an update to the TIMF program in conformance with California Government Code Section 66000 et seq. (i.e., Assembly Bill 1600), and other applicable City, State, and Federal standards. The TIMF Update will demonstrate that a legally defensible relationship exists between proposed transportation system improvements and fees charged to development projects. Program metrics such as trip generation, level of service (LOS), and/or vehicle miles traveled (VMT) shall be evaluated as part of the Nexus Study. The previous Traffic Impact Mitigation Fee Nexus Study was adopted in 2019 and will be superseded by the TIMF Update upon completion (See Attachment A – 2019 Traffic Impact Mitigation Fee Nexus Study). The completion date for this service is anticipated to be approximately six to eight months upon receipt of the Notice to Proceed.
