County of Alameda, CA - General Services Agency-Procurement has issued request for proposal.
It is the intent of these specifications, terms, and conditions to describe the evacuation planning solution being requested by the Alameda County Sheriff's Office (ACSO) for the Office of Emergency Services (OES). Contractor must provide a secure, cloud-based evacuation planning and modeling software solution capable of supporting evacuation analysis, scenario planning, operational decision-making, and real-time evacuation management. The proposed solution must support Alameda County OES and all Operational Area partners, including fourteen (14) incorporated cities, special districts, County departments, and critical infrastructure partners. The platform must be scalable and configurable to allow jurisdiction-specific access while maintaining Operational Area-level visibility, coordination capability, and governance. The Contractor must provide full implementation services, including configuration, data integration, training, technical support, and ongoing maintenance. The County intends to award a three (3)-year contract (with the option to renew for two [2] years) to the Bidder selected as the most responsive and responsible Bidder whose response conforms to the RFP and meets the County’s requirements.
Alameda County OES serves as the lead agency for coordinating emergency management within the Alameda County Operational Area, serving approximately 1.6 million residents across fourteen (14) incorporated cities, unincorporated communities, critical infrastructure corridors, and complex transportation networks. The County faces multiple evacuation risks, including, but not limited to: • Wildfire in the East Bay Hills; • Tsunami risk along the coastline; • Flooding in low-lying communities; • Hazardous materials transportation corridors; • High-density urban environments; and • Major regional events such as earthquakes. The evacuation modeling and planning solution must support coordinated planning and operational execution across all Operational Area jurisdictions, including fourteen (14) incorporated cities and special districts with independent authorities, transportation networks, and hazard profiles. The County currently utilizes a cloud-based evacuation planning and execution software to support zone-based evacuation planning and operational coordination. However, evolving hazards, population density, infrastructure complexity, and regional coordination requirements necessitate a scalable, data-driven evacuation modeling solution capable of supporting both pre-incident planning and live operational decision support across the entire Operational Area. System Demonstration Bidders that pass the Initial Evaluation (see page 18, Section H.1. for definition) must be available to participate in a System demonstration as part of the County’s evaluation process. The System demonstration will be conducted in conjunction with the oral interview via Microsoft Teams and will not exceed two (2) hours in total. The demonstration must utilize the Bidder’s proposed System and must reflect actual system functionality. Bidder(s) will be required to demonstrate their proposed System, showcasing key functionalities aligned with RFP Requirements, including but not limited to situational awareness, incident management, resource coordination, and interoperability. The County may provide specific scenarios or workflows in advance that Bidder will be required to demonstrate.
