County of Alameda, CA - General Services Agency-Procurement has issued request for proposal.

It is the intent of these specifications, terms, and conditions to describe the telephone services being requested by the Alameda County Probation Department (ACPD) for its youth facilities. The awarded Contractor will provide youth telephone services (YTS) utilizing state-of-the-art technology and equipment for juveniles in custody at ACPD’s Juvenile Hall and Camp Wilmont Sweeney (Camp Sweeney) facilities, both located in San Leandro, California. The County intends to award a three (3)-year contract (with the option to renew for two [2] years) to the Bidder selected as the most responsive and responsible Bidder whose response conforms to the RFP and meets the County’s requirements.

ACPD currently houses 80 youth, ages 14-25, between the two adjacent facilities: Alameda County Juvenile Hall, located at 2500 Fairmont Drive, San Leandro, CA 94578, is a 24-hour secure detention facility capable of housing 358 minors. The facility is staffed by Juvenile Institutional Officers who supervise the youth and are responsible for their care, custody, and control. Juvenile Hall is a temporary holding facility for youth awaiting court and is operated in accordance with the regulations set forth in the California Minimum Standards for Juvenile Facilities, Title 15. Juvenile Hall currently consists of 51 fixed youth telephones: a. Of the phones, 48 are located within the 12 housing units (four [4] per unit), and three (3) are located inside the Intake unit. b. ACPD Juvenile Hall intends to remove 36 in-unit phones (three [3] per unit), leaving one (1) phone operational in each unit. The three (3) phones in the Intake area will remain in place. Camp Wilmont Sweeney, located at 2600 Fairmont Drive, San Leandro, CA 94578, is a 50-bed minimum security residential program for juvenile males ranging in age from 14 through 25. Deputy Probation Officers (DPO) work with the youth to develop individualized treatment plans that include goals related to specific behavioral and educational needs as well as aftercare plans. The overall goal is to return each youth to their community as a positive and productive citizen. Camp Sweeney currently has four (4) fixed youth telephones within the facility and intends to remove two (2) and keep two (2). One of the key objectives of the services will be to enable youth to communicate with family, friends, and others in the community, while also regulating youth telephone usage and limiting the use of telephones for illicit activity. A necessary part of the services, by using current technology, is to ensure the safety and security of staff, youth, and the public. The goal for this RFP is to select a Contractor that can provide all equipment, installation, connectivity, maintenance, storage, hardware, software, security, training, and any other implementation services necessary to furnish the County with the state-of-the- art-technology and equipment to meet the specifications herein. Installation services will be limited to the placement, configuration, and activation of the system within existing County facilities. Installation does not include drilling, cutting, wall fastening, mounting requiring penetration of walls, ceilings, or floors, or any other structural modifications to County facilities. No new drilling, cutting, or structural alterations will be permitted. Contractor must utilize existing wall penetrations, mounting locations, conduits, and infrastructure where available, subject to County approval.
