County of Napa, CA - HHSA - Behavioral Health has issued request for proposal, solicitation HHSA 081.

It is the intent of these specifications, terms, and conditions for Napa County Health and Human Services Agency – Behavioral Health Division (hereafter HHSA-BH or County) to seek proposals to operate the HHSA Behavioral Health Treatment Center (hereafter BHTC) a residential behavioral health treatment center for adult Medi-Cal beneficiaries experiencing acute or severe substance use and/or co-occurring mental health and substance use needs. In addition to adult Medi-Cal beneficiaries placed on a psychiatric hold associated with SB 43, therefore meeting gravely disabled according to a severe substance use disorder or co-occurring disorder. The center will consist of three distinct facilities: A) Sobering Center (5 beds), B) Substance Use Residential Treatment (48 beds) & Withdrawal Management (10 beds) C) LPS designated SB 43 Mental Health Rehabilitation Center (MHRC) (7 beds)

HHSA-BH intends to award one contract to the Bidder selected that can best demonstrate capability to provide full operational control of all three facilities within the BHTC. However, discretion to award up to two contracts to the Bidder(s) selected. Respondents may submit a proposal for Program A (Sobering Center) AND Program B (Residential Treatment & Withdrawal management) only, or Program C (LPS designated SB43 Mental Health Rehabilitation Center (MHRC) only, or Program A, Program B, AND Program C. Ideally, the County seeks one contractor that can operate all three facilities within the BHTC and extra points will be awarded for that ability, which will maximize opportunities for economies of scale with regard to staffing and other operational expenses, as well as provide highly coordinated care for clients transitioning between each distinct facility type within the BHTC. In addition to coordinating care within the center, the selected contractor will be responsible for facilitating seamless transitions of care with programs located outside the BHTC, such as substance use outpatient treatment, opioid treatment programs, recovery residence and mental health programs.
