The County of Orange, Sheriff-Coroner (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) for. Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein. The proposed schedule below is subject to change. Any changes to the schedule for the RFP process will be issued to all Respondents via addenda on the County's eProcurement Portal. This is a fully electronic Request for Proposals (RFP). Respondents must submit their proposals online via the County’s online bidding system. Only electronic proposals will be accepted. Facsimile and e-mail proposals will NOT be allowed. For assistance on uploading proposals via County’s eProcurement Portal, please contact procurement-support@opengov.com or https://help.procurement.opengov.com/en/. All questions or requests for interpretations must be received within this solicitation by October 5, 2026, before 5:00 PM as specified in the solicitation. Respondents are not to contact other County personnel with any questions or clarifications concerning this solicitation. Verbal clarifications or responses will not be considered binding.

The Orange County Sheriff’s Department, has locations throughout Orange County, CA requiring routine inspection, testing, cleaning, service, certification, adjustment, alterations, replacement, maintenance, corrective maintenance and emergency services of boilers, steam generators and process heaters in accordance to all applicable South Coast Air Quality Management District (SCAQMD), including but not limited to Rules 1146.1 and 1146.2 (attachment D). Scheduled service frequency and tasks to be in accordance with manufacture specifications, recommendations, County tasks and duties, state, federal, local laws and regulatory requirements.

Responses are due October 9, 2026 at 4:00 PM PDT.

Questions must be submitted by October 5, 2026 at 5:00 PM PDT.

A mandatory pre-proposal conference is scheduled for October 1, 2026 at 8:00 AM PDT at Sandra Hutchens Regional Law Enforcement Training Center - 1900 W.
