The City of Homestead is soliciting sealed Bids from qualified, experienced, and licensed State of Florida contractors to furnish all labor, permits, equipment, materials, tools, means, methods, services, and incidentals necessary for the construction and installation of a new potable water supply well (Homestead Well #7). The work shall be performed in conformance with the Contract Documents at the City's Harris Field Water Treatment Facility, 1034 N. Homestead Blvd., Homestead, FL. This project is funded through a grant from the State of Florida Department of Environmental Protection (FDEP). The Contractor shall comply with all applicable FDEP requirements pursuant to FDEP Agreement No. LPA0017, and any amendments thereto, between FDEP and the City of Homestead. Refer to the attachment section for the applicable terms and conditions of the Agreement and its Amendments. All procurement and contracting activities under this solicitation shall comply with applicable State of Florida and local laws, ordinances, regulations, and requirements, as applicable to the project. Certain portions of the procurement or contracting activities may also be subject to applicable federal requirements where expressly required by applicable law, regulation, or funding requirements. Such federal requirements shall apply only to the extent applicable to the specific activity or portion of the project and shall not be construed to impose federal requirements that are not otherwise applicable to this State-funded grant. The construction of a new raw water well at the southwest corner of Harris Field is essential to improving the reliability and resiliency of the City of Homestead's water supply system. The Harris Field Water Treatment Plant currently relies on two wells to meet production demands; the addition of a third well will provide critical backup capacity should either existing well become unavailable. This redundancy is essential to ensuring continuous, uninterrupted water service to residents and businesses. The new well will also play a key role in supporting the Racetrack Water Tower Booster Pump Station, which depends on a stable water source to maintain adequate system pressure particularly during high-demand periods such as NASCAR events. Sustaining proper water pressure during these events is critical to system performance and public safety, underscoring this project's importance as an investment in the City's infrastructure and emergency preparedness. In addition, the new well will allow existing wells to be rotated out of service as needed for routine maintenance and repairs without impacting the City's water production capacity. Well #7 will enable the Harris Field Water Treatment Facility to operate at full capacity, ensuring continued compliance with permit requirements and optimal operational performance.

A non-mandatory pre-proposal conference is scheduled for September 15, 2026 at 10:00 AM EDT at A NON-MANDATORY pre-bid conference will be held on the date and time listed above. in the General Services Administration conference room located at 350 SE 6th Avenue, Homestead, Florida 33030. At that conference all work will be discussed and all questions answered. No questions will be answered verbally except at the pre-bid conference.
