NPDES Oak Ridge Park East Stream Restoration

Charles County Government - DPW - Capital Project Management has issued invitation for bid, solicitation 27-009.

The County Commissioners of Charles County are requesting sealed bids from qualified contractors to perform construction services on the National Pollutant Discharge Elimination System (NPDES) Oak Ridge Park East Stream Restoration project. The primary purpose of this project is to install a stormwater detention facility and provide effective stream restoration to approximately 1,400 LF of an actively eroding channel unnamed tributary to Gilbert Run through the installation of in-stream and bank stabilization structures. The project also includes the stabilization of approximately 120 LF of an eroding outfall channel. The project site is located within Oak Ridge Park, 13675 Oaks Road, Hughesville, in Charles County, Maryland. The work includes all improvements or modifications shown, detailed, or specified on the approved Construction Plans, including all materials and work necessary to complete the construction of the project in accordance with Charles County Government’s Department of Planning and Growth Management Standards & Specifications for Construction, Charles County Details Manual, County Ordinances, and all other Local, State and Federal regulations.

This project is in support of the County’s efforts to fulfill the Maryland Department of the Environment’s (MDE) and National Pollution Discharge Elimination System (NPDES) MS4 permit requirements. This project is an approved practice and has been designed to obtain impervious area and nutrient reduction credits.

Responses are due October 13, 2026 at 11:00 AM EDT.

A non-mandatory pre-proposal conference is scheduled for September 29, 2026 at 10:00 AM EDT at Pre-bid meeting will occur virtually/teleconference, unless otherwise specified. Firms that register timely and via the County's eProcurement Portal RSVP Manager will receive participation instructions.
