City of Syracuse - Neighborhood and Business Development has issued rfq, solicitation 27-112.
This purpose of this RFQ is not to quantify costs but to assess the qualifications of each respondent’s ability to effectively, under the rules governed by New York State and the City of Syracuse, remove blighted structures identified by the Division of Code Enforcement (DOCE). Criteria used to make this determination can be found under Section III of this RFQ document. Specifications will be issued on an individual project basis that will place limits on the amount of materials allowed to be placed in landfills. All blight removal projects are subject to the City of Syracuse Minority and Women Business Enterprise Participation Program requirements (City of Syracuse Code of Ordinances Chapter 42).
The Division of Code Enforcement performs 20-25 court ordered or emergency demolitions a year. The ability to package these structures in bulk may be presented to the contractors. Each blight removal project shall be performed in accordance with the specifications provided by the City of Syracuse. Asbestos removal shall be done in accordance with New York State Department of Labor (NYSDOL) NYCRR part 56 (“Code Rule 56”) by a licensed New York State Asbestos contractor. Proposals should include the Respondent’s ability to prepare and submit to NYSDOL petitions for variance to Code Rule 56. This may be required if the City of Syracuse determines that the structure is unsafe for asbestos removal. All blight removal projects are subject to Article 8 of the New York State Labor Law which requires payment of laborers on project at current Prevailing Wage Rate. All blight removal projects are subject to the City of Syracuse Minority and Women Business Enterprise Participation Program requirements (City of Syracuse Code of Ordinances Chapter 42). All blight removal projects require permits from the City of Syracuse’s Permit Desk. Below are the requirements needed to qualify for a Demolition/Deconstruction Permit: Asbestos survey Asbestos abatement Certificate or Asbestos Variance Application from New York State Certificate of Liability Insurance (ACORD) listing: Contractors Liability Insurance ($3 million minimum) City of Syracuse additionally insured on a primary and non-contributory basis Address of Demolition/deconstruction project Certificate or Workman's Compensation Insurance Project Site Review approval by the City of Syracuse's Zoning Office required for all commercial buildings and building containing five or more residential units. Onondaga County Health Certificate verifying elimination of vermin.
