Request for Proposals from Economic Development Corporation — Goods and Services
New York City Economic Development Corporation ('NYCEDC'), on behalf of the City of New York (the 'City'), is pleased to release a request for proposals ('RFP') seeking proposals from qualified parties ('Respondents') for the acquisition and development of an approximately 17,337 square foot site located between East 125th Street and East 126th Street along Second Avenue in East Harlem (Block 1790, Lots 25-31) (the 'Site').
B-East is the last of three development sites on the 'B' block within the City-owned East 125th Street assemblage. Over the years since the 2008 ULURP approval, the East 125th Street Development has delivered new housing (including hundreds of income-restricted apartments), neighborhood retail, cultural/community space, open space, and a major health care facility nearby. B-East is intended to build on that momentum'advancing a long-anticipated redevelopment effort, delivering new housing opportunities and strengthening East Harlem's East 125th Street corridor.
NYCEDC plans to select a Respondent on the basis of factors stated in the RFP which include, but are not limited to, program and design (including offering community-serving uses), financial and schedule feasibility, economic impact, and respondent qualifications and experience.
It is the policy of NYCEDC to comply with all Federal, State and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDC's projects and initiatives. Please refer to the Equal Employment and Affirmative Compliance for Construction Contracts Addendum in the RFP.
This project has a Minority and Women Owned Business Enterprise ('M/WBE') participation goal of thirty percent (30%), and all respondents to the RFP will be required to submit an M/WBE Participation Proposal with their response. An optional virtual information session will be held on Tuesday, August 4, 2026 at 11:00 AM ET via video conference. Those who wish to attend must RSVP by filling out the RSVP form, which can be found at https://nycedc.formstack.com/forms/b_east_rfp_info_session, on or before Friday, July 31, 2026.
NYCEDC will lead a tour of the Site starting at 10:00 AM ET on Tuesday, August 18, 2026. Those who wish to attend must do the following by 5:00PM ET on Friday, August 14, 2026:
Submit an RSVP form, which can be found athttps://nycedc.formstack.com/forms/b_east_rfp_site_visit, and Submit a completed waiver form, available at www.edc.nyc/rfps.For those who are not able to attend, the questions asked and answered during the information session and site tour will be posted on the RFP website. Respondents may submit questions and/or request clarifications from NYCEDC no later than 5:00 PM ET on Friday, September 25, 2026. Questions regarding the subject matter of this RFP should be directed to https://nycedc.formstack.com/forms/east_125th_street_b_east_rfp.
Answers to questions will be posted by Wednesday, October 9, 2026, to https://edc.nyc/rfps. Questions regarding the subject matter of this RFP will not be accepted after 5:00 PM ET on Friday, September 25, 2026, however, technical questions pertaining to downloading and submitting proposals to this RFP may be directed to RFPrequest@edc.nyc on or before 4:00PM ET on Tuesday, October 20, 2026.
