Construction Management/ Owners Representative

Western Reserve Transit Authority - Procurement has issued request for qualification, solicitation RFQ 2026-7.

Western Reserve Transit Authority (WRTA) is soliciting proposals from qualified firms to provide Owner’s Representative (OR) services in support of the planning, design, construction, and closeout of agency capital improvement projects. WRTA seeks an experienced consultant to serve as its representative and advocate throughout the project lifecycle, ensuring that project objectives are achieved on schedule, within budget, and in compliance with all applicable federal, state, and local requirements. WRTA anticipates utilizing federal funding for certain projects; therefore, the selected firm must demonstrate knowledge of Federal Transit Administration (FTA) requirements, grant compliance standards, and industry best practices for public sector capital projects.

The objective of this engagement is to supplement the WRTA's internal resources with experienced project management and technical expertise to ensure the successful delivery of capital projects that support safe, reliable, and efficient public transportation services for the community. The selected Owner’s Representative will provide project oversight, coordination, and advisory services to assist WRTA in managing project risks, monitoring consultant and contractor performance, reviewing project documentation, and supporting decision-making. Services may include project planning, design review, construction administration oversight, budget and schedule monitoring, grant compliance assistance.
