What the agency needs

Request for Proposal from City of Kyle - Kyle, TX

City of Kyle - Water Utilities has issued request for proposal, solicitation RFP-2026-075.

The City of Kyle Wastewater Treatment Plant is currently undergoing construction of the Early Works Package (EWP), which will provide an additional 1.5 million gallons per day (MGD) of treatment capacity. The EWP represents the initial phase of a comprehensive plant expansion with the completion of the Full Works Package (FWP) Expansion, which will ultimately increase the facility’s treatment capacity to 9.0 MGD. The expansion includes the construction of several new treatment and support facilities, including a Grit Removal Facility, Odor Control Units, Storage Facility, and CMU Wall. The project also incorporates significant improvements and expansions to existing treatment processes and infrastructure to support the increased capacity and enhance overall plant performance. Major improvements include Headworks modifications; an Aeration Basin Splitter Box; expanded Aeration Basins and Clarifiers; upgrades to the RAS/WAS Pump Station; Rapid Mix and Flocculation improvements; UV Disinfection upgrades; Post-Aeration Basins; Effluent Flow Metering; and improvements to the Aerobic Digesters and Blowers. The project also includes enhancements to the plant-wide SCADA monitoring and control system to improve operational visibility, automation, and process management. Additionally, improvements to the existing Package Plants will be incorporated as part of the overall expansion. Collectively, these improvements will provide the City of Kyle with increased wastewater treatment capacity, improved process reliability, enhanced operational efficiency, and the infrastructure necessary to accommodate continued community growth.

The City of Kyle is experiencing rapid population growth, necessitating the expansion of its existing wastewater treatment facility to accommodate a future treatment capacity of 9.0 million gallons per day (MGD). The facility is currently undergoing construction of the Early Works Package (EWP), which will provide an additional 1.5 MGD of treatment capacity, increasing the plant’s total capacity to 6.0 MGD. The subsequent Full Works Package (FWP) will further expand the facility to a final treatment capacity of 9.0 MGD, providing the infrastructure necessary to support the City’s continued growth and long-term wastewater treatment needs. In addition to the work included in the FWP, the site will have additional construction activities performed by other contractors outside the FWP scope. Successful implementation of the overall program will therefore require careful coordination among multiple contractors, construction activities, schedules, site access requirements, and ongoing plant operations. Maintaining effective communication and coordination among all parties will be critical to minimizing conflicts, maintaining site safety, and ensuring that the various projects are successfully integrated into the existing and expanded treatment facility.
