The Project scope includes the following major items: New Thermal Hydrolysis Process (THP) facilities, sludge feed, pumping, gas handling, nitrogen systems and provisions for future expansion. New pre-dewatering and final solids dewatering facilities, including centrifuge systems, solids storage, feed pumping and grinding, and cake conveyance to existing solids handling facilities. New steam boiler facilities with natural gas-fired boilers with provisions for future expansion. New gravity thickening, thickened sludge blending, blended sludge screening facilities and associated pumping systems. New deammonification (DMX) sidestream lift station. Existing anaerobic digestion system improvements, including digester feed loop modifications, booster pump and support equipment upgrades, and modifications for increased hydrolyzed sludge loading. Polymer, odor control, yard piping, grading and drainage, HVAC, instrumentation and controls, PLC/SCADA integration, utility relocation, and demolition required to support the new facilities. Electrical infrastructure improvements, new power feed from the existing substation, electrical buildings and distribution systems, power and control connections and instrumentation and controls. Commissioning of new process equipment.

A mandatory pre-bid meeting is set for Friday, October 2, 2026 at 9:00 AM CDT, Authority’s General Office, 5300 S Collins Street, Arlington, TX 76018.

One Mandatory Pre-Proposal Meeting will be conducted at the Authority’s General Office, 5300 S. Collins Street, Arlington, TX 76018 Friday, October 2, 2026, 9:00 AM, followed by a Mandatory Site Visit at the Central Regional Wastewater System (CRWS) Treatment Plant located at 6500 Singleton Blvd, Dallas TX 75212 on Friday, October 2, 2026, 11:00 AM Prospective Proposers are reminded that all visitors attending the Mandatory Site Visit MUST have work boots, hard hats and safety vests in order to walk through the plant facilities and buildings. No exceptions. Site visit will start from the Administration Building. To enter the Central Regional Wastewater System Treatment Plant there are new Authorized Entry List procedures: Anyone wanting to attend the Mandatory Site Visit must give 24 hours prior notice to Theo Chan, chantw@trinityra.org, 817-832-5231, providing name, company representing, purpose (site visit), and time of arrival. For last minute changes, text Theo Chan at 817-832-5231 and include the same information (name, company, etc.)
