The purpose of this Invitation for Bids (IFB) is to solicit bids to furnish/provide traffic control barriers and devices rental services to the City’s Department of Public Works, on an ‘as needed’ basis.

The City of Newport News relies on traffic control barriers and devices to support safe and efficient roadway operations, construction activities, utility work, and emergency response. These devices are essential for protecting workers, guiding motorists, and maintaining proper traffic flow throughout various City projects. The Public Works Department regularly deploys items such as drums, barricades, cones, warning lights, arrow boards, and message boards across the City’s streets and work zones. The demand for these devices is ongoing and varies by project type, location, and urgency. Many units must be available for immediate deployment, including for planned construction, routine maintenance, and emergency situations. The City also uses a combination of City owned and contractor provided rental units, which requires reliable delivery, servicing, and replacement. All devices must remain in proper working condition and comply with applicable requirements, including the Manual on Uniform Traffic Control Devices and the Virginia Work Area Protection Manual.
