The City of Mercer Island is inviting bids for Fall 2026 Tree Removals. Work under this contract must follow City of Mercer Island’s provided task specifications and meet performance objectives. The purpose of this Invitation to Bid (ITB) is to establish, through a competitive bidding process utilizing the MRSC Small Works Roster, contractor(s) to perform tree prunning and removal. A contract is to be awarded from this request. Proposals with requirements, as outlined in the ITB package, must be received no later than 12:00 PM on September 25, 2026. All proposals are to be submitted through the Procurement Portal at https://procurement.opengov.com/portal/mercerislandwa.
The City of Mercer Island does its best to proactively manage public trees, especially when it comes to removing or mitigating dead, diseased, or defective trees. This contract aims to prune or remove many trees at approximatly 31 different sites across the island. Approximatly 3 times a year Public Works puts out to bid non-urgent tree work comprised of pruning, tree removal, stump grinding, wood hauling and/or disposal. Contracts will entail a combination of climbing, rigging, bucket truck, and ground operations to complete. Contractors are encouraged to visit all project sites around Mercer Island to put together a competitive bid based on the bid schedule and accompanying maps. All tree removal work, wood handling, traffic control and safety procedures are to be the responsibility of the winning contractor. For this contract, we've added an alternate bid item where the contractor will submit a price for large wood disposal instead of depositing the wood at the city shop. We may award this alternate bid depending on available budget. All work shall conform to all applicable safety and quality standards, including the ANSI A300 standards. To be considered for this work bidders must fully complete all attached paperwork. The attached documents include a bid packet, sample contract, general terms and conditions, sample retainage agreement, contractor declaration, non-collusion declaration, reference sheet, bidders' qualification certificate, and payment and performance bond (will be required if the contract is over $55,000). The bid packet, non-collusion declaration, bidders' qualification certificate, and contract declaration form will need to be filled out and returned for the bid to be eligible. A valid City of Mercer Island Business License and a ROW use permit will be required for this contract at the contractor's expense. Certificates of Insurance will also be required – Insurance requirements can be found in the sample contract attached. If awarded this project, all contract documents and ROW use permit must be completed and returned within 10 business days of receipt. Failure to meet this deadline may render the bidder unresponsive and the City, at its sole discretion, may choose to award the project to the next apparent lowest bidder.
